Developing a National Framework for Comprehensive Sexuality Education Implementation in Nepal

In Nepal, efforts are being made towards ensuring comprehensive, appropriate, and evidence-based comprehensive sexuality education (CSE) for children, adolescents, and youth. The Department of Education (DoE) has initiated the development of a National Framework for Comprehensive Sexuality Education (CSE) Implementation and SOLID Nepal and UNFPA are providing technical support in this process.

Why is the framework needed?

There are nearly 5.88 million adolescents, making up around one-fifth of the population in Nepal. Many face challenges that can affect their health, safety, education, dignity, and future opportunities. Early marriage and pregnancy, violence, mental health concerns, substance use, cyberbullying, and unsafe digital environments remain important concerns. Although sexuality education is already part of Nepal's school curriculum, its implementation is often fragmented and inconsistent. The National Framework CSE Implementation will provide a common national direction to strengthen the quality, equity, coordination, and effectiveness of CSE across Nepal.

How will the framework be developed?

The framework is being developed through a participatory process involving government agencies, educators, adolescents and young people, including sexual and gender minorities and persons with disabilities, civil society organizations, UN agencies, and CSE experts.

Looking ahead

Once finalized and endorsed by the Government of Nepal, the Framework will provide a standardized reference for government and civil society organizations. It will support the consistent delivery of inclusive, evidence-based, age-appropriate, and culturally relevant sexuality education for children, adolescents, and young people across Nepal.
